Dev branch

• Create a working branch to hold this vanilla scale NLP generative proof of concept that may be used in the future for CICD testing, while its parent branch #230 serves its intended purpose of being synched with the at max-CPU-scale HPO study.
• This branch will be scaled down further to hopefully be used as a proof of concept that can be used for CICD testing in the 4 CPU / 16 GB RAM Github actions environment as part of our CICD test suite.
