dbx execute fails when cluster with installed libraries has to start

Steps to Reproduce

If the cluster is stopped and there are libraries to be installed when starting the cluster. dbx will not wait that all of the libraries are installed before executing the workflow. Wich will cause it to fail. Workaround is to check on the UI that all of the librairies are installed on the cluster and the rerun dbx execute.

  • Databricks Runtime version: latest
