In my opinion, you haven't downloaded the model; it should download automatically. Try reinstalling the packages again and make sure the model is downloaded. (as indicated by the log)

is xtts-api-server the actual synthesizer? or does one also need to install the standalone xtts program in addition to the server?

No. XTTS-API-Server is like a web server for your TTS.

It should install all libraries needed to run it.
