Add adapter for ingesting data from Airrohr devices

@ClemensGruber is already diverting output from a vanilla Airrohr device to https://weather.hiveeyes.org/ over HTTP transport and asked whether Kotori would be able to accept that data stream.

We are also tracking this at https://community.hiveeyes.org/t/more-data-acquisition-payload-formats-for-kotori/1421/2.

we didn't report back here, but we added this functionality a while ago with 869a5ea2b7ec0 already, please have a look at the Airrohr decoder documentation.
