Install sentry as container or as binary in slim/from-dir mode

Related to https://github.com/dapr/dapr/issues/4924 For users wanting to use sentry in self-hosted mode, they have to manually download the sentry version start it and then use it. Optionally, dapr cli can install sentry on init with either pulling down the container (with opt-in flag(--enable-mtls)) or binary when its a slim mode or air gapped installation.
This would potentially require a change in run command as well to recognise that sentry is up and running and to provide sentry address to daprd on run by default.
