Tunnel stop API

Adds a new API command to stop and reset tunnels via DELETE /tunnel/udid. Also improved error handling a bit.

I've found the list of services provided by Remote Services Discovery doesn't update following events such as DDI mounting. This API allows us to reset the tunnel for a device and access the services.
