Consume NIP-56 (reports) to remove malicious content & links

User Story

As a Damus user who is concerned about what content I stumble on, and what links are clickable, I would like a setting for Damus to ingest NIP-56 report data, so that I don’t see malicious content.

Acceptance Criteria

1. Damus user can turn on setting for Damus to consume NIP-56 reports
2. Follow NIP-56 spec if turned on

Questions Can NIP-56 be abused by malicious actors, whose goal is to hide non-malicious content?

I think this would be a really bad idea unless you had a designated "I trust this person to make decisions on behalf of me" I wouldn't want this for my general contact list WoT.
