add relay.chakany.systems to bootstrap relays

Summary

I added wss://relay.chakany.systems to the default bootstrap relay list. It should be very fast, and we have the capacity.

Can you please help us understand the benefits of adding this new relay to the bootstrap list, from the end user perspective?

We try to be very careful to only add bootstrap relays our new users will need and benefit the most from. The reason is that adding too many relays to the bootstrap list can cause issues with performance and data usage for the users, so we have to keep that number relatively low and only add the ones that add the most value to them.

If there are benefits for new users that outweigh the risks of decreased client performance/data-usage, we would be happy to consider adding it, but we need to understand what those are so that we can ensure this is the best for our users.

Right now, bootstrap relays are split 50/50 between paid relays and free ones, which means that everything a new user posts only gets published to two relays. I believe that adding another relay biasing it towards free relays would help with decentralization. Additionally, I am working on a free search service for this relay that will be accessible on the web and with NIP-50 in the future. I believe that once I have completed it, it will be one of the best search tools available. To accomplish this, we need people to write there.
