After tearing off/dragging tab, popup appears in wrong window

BUG: If I drag a tab out of its window to make a new window, and then hover an image in the new window, the popup appears in the original window. If the original window is behind the new window, you'll think it's not popping up at all.

Same problem happens if I drag a tab into a different pre-existing Firefox window. But moving a tab within the same window works properly.

Bug Workaround: Reloading the page (Control+R) fixes it.

This is causing problems with full-screen mode on OSX and Windows. The popup appearing in the old window causes the old window to appear on top of the full-screen window on Windows (and may pop it out of full-screen mode). On Mac I sometimes don't see the popup at all in full-screen mode after having dragged a tab to another window.

The workaround in either situation is to reload the tab (Control/Command+R).
