Current behavior

ACI tooltips for Latest Runs and Flake display a filename that drops the .cy portion of the spec

Desired behavior

Tooltips should display full filename of the spec file

This impacts the Latest Runs tooltip in app today and upcoming flake tooltip exhibits the same issue - should fix in both

The code for this is done in cypress-io/cypress#23350, but has yet to be released. We'll update this issue and reference the changelog when it's released.
