Add tool to autogenerate NOTICES.txt to pipeline

For our releases we are able to use a tool for autogenerating our NOTICES.txt

We would like to add this as part of our pipeline so it will make for an easier Release process.

Blocked At current, this tool is not completely ready because there is still a minimal manual task that needs to take place and that is double-checking the work of the tool (ensuring all licenses are accounted for from go.mod).
