Update gem versions in conjur-cli.gemspec

A recent Black Duck scan indicated that a number of the gems in the gemspec are behind the latest version. These weren't flagged as security issues - just operational risks for being behind the latest. We should take a spin through the gems we're including and upgrade as many as we can.
