I have added the fork site into HACS custom repository and had it installed and rebooted. However my lovelace is still reporting that custom:button-entity-row element doesn't exist.

Once you add it to HACS you have to reinstall it.

For those of you coming across this now, just look for lovelace-paper-buttons-row in the default hacs install. that's the ultimately "latest" version (as of right this moment)

I can vouch for this. Everything is working normally on HA 2020.12.7 with no issues!
