Add neovim dev tooling

Currently all of our local dev tooling is quite VSCode-centric, even when we're developing cursorless neovim, eg we have vscode launch configs, tasks, etc

We should invest in some local dev tooling so that contributors can use neovim to run tasks, launch cursorless neovim in debug mode, etc
