neovim: use fake hat map to have more working tests

From Pokey: for https://github.com/cursorless-dev/cursorless/pull/2503 we are just using a fake hat map so that we can still have tests running that use hats because often they're not actually testing hats. Eg a test "take line air" that is really just using "air" to refer to a specific line
