Re-enable scroll position tests

We made our scroll tests not actually check scroll position in order to work around CI failures like https://github.com/cursorless-dev/cursorless/actions/runs/7962096184/job/21735461653 introduced by a VSCode upgrade. We should re-enable those checks once we figure out what is happening. More realistically, we'll prob wait 6 months and then try to re-enable and hopefully it will just work
