I don't see the need to import the term into OBI. It exists already and is being maintained in OBIB so can be used by all without being in OBI.

Looks like this issue has been addressed.

Note that http://purl.obolibrary.org/obo/OBI_0003223 'insulin concentration assay' already exists in OBI.

This issue arose from the TURBO project which has not ended up needing these terms. Can reopen if that changes.
