Where and when should it be used?

It could be used at step 3 - "Click on Add icon (or press ⌘N on Mac)".

And it could be added via (Right click on Main Toolbar) > Customize Menus and Toolbars... > Add After > Icon Path.

It will appear in Tools > External Tools, too.
