migrate to create-react-app

The CI build is currently broken. Migrate the js portion of gdbgui to create-react-app+typescript. This will allow for easier upgrades and less maintenance burden of the js build process, and fix the CI error in the process.

The CI build has been fixed in the master so this is not a high priority. cc @MatthiasKreileder
