PIX runtime not found when building from registry.

Describe the Bug

Since the project uses an overlay-port to load the PIX runtime, when referencing it using the registry, the package cannot be resolved from the root ports. This currently breaks the registry. To make it work again, the overlay port should also be added to the registry.
