I am back working on this, the only part I have left is what was discussed in https://github.com/backstage/backstage/pull/25385#pullrequestreview-2139658596 I am not a TypeScript guru so trying to reason my way...

@benjdlambert The windows tests are failing due to the browser-actions/setup-chrome bump, I have opened a pull request to revert that https://github.com/backstage/backstage/pull/27122

@benjdlambert The `@backstage/backend-common` package is still pulling in the `@kubernetes/client-node@npm:0.20.0` package, but since it is deprecated should we bother updating it?

@mclarke47 I think this is ready for another review if you have any suggestions.
