kola/switch-kernel: remove test, make it external

In one of the old issues kola switch-kernel tests were failing. In the discussion @jlebon suggested to remove this test and make it external, so that it can be utilized by FCOS, and also SCOS/RHCOS. Since we already have the kernel-replace test in fedora-coreos-config I will attempt to modify it so that it supports all mentioned above.
