Need remote workspace scoped indexing and configuration

Problem

Indexing and configuration should be scoped to vscode workspaces. Currently they are not.

Solution

Please consider allowing configurations to be defined and persisted with a given workspace. Specifically, if the workspace is a remote, store the configuration on the remote machine in the workspace.

Equally important, please scope indexing to only those files within a workspace and persist the cached index on the remote workspace machine.
