Improve visibility when indexing is in an error state

Problem

Currently the only way to see that a project's indexing is in an error state is to manually navigate to Continue Settings > Indexing, which is not a section most users would think to visit.

Solution

There should be an indicator in some more noticeable place to denote when the project is indexed, in progress of indexing, or errored, and a notification in the IDE's notifications panel if indexing has errored.
