Local Doc Blocks not accessible from hub agent and vice versa

Description

Project level document blocks are not available for selection for use with hub agents. Also hub doc blocks are not available for usage with local agents.

To reproduce

1. switch to local agent
2. create a doc block (should default to .continue/docs/new-doc.yaml in project folder
3. default content is continue.dev docs, which is fine
4. switch to hub agent = local doc no longer available
