Plugin does not use proxy settings from IntelliJ

Relevant environment info

- OS: windows
- Continue: 0.0.42
- IDE: Jetbrains Rider

Description

I'm required by my employer to work with a proxy active. I have Rider configured to autodetect my proxy settings, and most things that require internet work whether or not the proxy is connected, but Continue.dev just hangs when I'm on my VPN, which I'm pretty sure is just the failure to use the proxy settings that Rider has already detected.

To reproduce

1. Use a network that requires an http proxy
2. Try to make any request via continue.dev
