add CI workflow for podman auto-update with non-root user

The non-root podman auto-update is untested, needs a workflow

For non-root this should be /usr/lib/systemd/user need to update that

This sounds nice. It's proabably related if I understand this correctly: it would be great if an example gitlab-ci.yml would be available for fetchit.
