Archive DD logs into S3

DD logs are deleted after 3 days

Affects reliability. Historical logs help understand the problem better

Proposed Solution

Enable archiving to S3 on DD for all production logs, including watcher.

Acceptance Criteria

• [ ] Archive to S3 is enabled
• [ ] Get rough estimate on additional cost
• [ ] Historical logs > 3 days are accessible to the team
