Setup Secondary DNS Server for Weird

We should configure a secondary DNS server for Weird so that if the main one goes down, our records can still be resolved from the last snapshot.

https://dns.he.net/ supports what we need and it's free, so that looks like a good first try.

The biggest barrier is that we need to support the AXFR requests for the zone transfer in our DNS server. This will be best to do after #270.
