New component: Tabs

We already have Tabs in our MC app and they seem like a good candidate to add to the UI-kit, since it's a generic UI component.

the goal of this issue is unclear. Is the goal to extract Tab component into ui-kit?

Yes, it's about extracting it to the UI-Kit.

However, this isn't currently in the roadmap of the UI-Kit team, nor there are any remaining components that are planned to be extracted.

It's not very clear because I opened the Issue a while ago to see if there was any interest in doing this and as a place for discussing the approach.
