Enlarge mailbox for selected users

These days @rexim gets a lot of letters from his fans. He could use an additional space in his mailbox.

This is a crowdfunded project. There was already 4PTC donated for @rexim mailbox enhancement.

Why not increase the mailbox size for everyone? At least twice. What's the point for one person to have a bigger mailbox then everyone else? Do we have so tight resource limits?
