HOWTO: communicate effectively

From #124:

For "how to write comments effectively", we can do a Codewars version of Getting Answers (or How To Ask Questions The Smart Way). We should have something to point to with good examples when we have a user who doesn't know how to ask a question or opens issues too quickly. We can also show this before their first comment in the future.

It might be more than I initially thought, as it's not related only to kata issues:

How to...

  • ... report kata bug?
  • ... ask question about solution?
  • ... report CW bug?
  • ... request CW feature?
  • ... report abuse?
  • ... request a language version?
  • ... give review feedback?
  • ... announce kata/translation?
