Bump to `marked@15`

marked@7 has many issues, and most notably for me was the incorrect measurement of unicode characters like emojis. This PR includes the hopefully minimal set of changes necessary to bump to marked@15 and conform to the existing spec, as well as dependency version bumps all around.

Let me know if I should make any additional changes, or if I accidentally changed something I shouldn't have.
