Local runtime spawner

Allow users to launch local runtimes so that they can use their (GPU) machines.

A user will be able to launch a local docker container that listens on a <IP:port> address and spawns docker runtime. To launch and connect to this local runtime spawner, a user can specify the <IP:port> in codepod web app.
