Cant access db file if path contains certain characters

User has reported that neither web nor capture services start on PC - examination of log shows sqlite error message F:\Fichiers & PrÈfÈrences\All Users\Application Data\BitMeterOS\bitmeter.db rc=14 error=unable to open database file I suspect this is due to the accented characters in the path
