Closing this for now, there's no clear path to move forward with workspaces in this repo as it adds unnecessary complexity to the release process.

I'm a fan of having consistent tooling across repos to reduce the amount of work needed at release time. This could help with release automation. That being said you're right...

@itaybaror can you reproduce this issue using the collector outside of the lambda layer? This could at least remove some of the moving pieces here.

Closing this issue as #5882 is now resolved
