Propose Kubescape for incubation

On behalf of the maintainers of the Kubescape project, I am pleased to submit a proposal to move to the Incubation level. We have started work on our due diligence documentation and look forward to discussing our proposal with TAG Security and the TOC as soon as a sponsor is allocated.

This PR is being closed in favor of #1291 as the application reflective of the new process. #1291 will serve in place of this PR for the application to move levels of Kubescape (originally submitted Nov 13th 2023, assigned Jul 9 2024)
