whitepaper: Explain best monitoring practices: USE, RED, golden signals.

Idea came after our final 1.0 community review period:

It would epic to explain those common patterns that help design basic alerts, and observability signals.

There will be once https://github.com/cncf/tag-observability/pull/132 is merged, but feel free to draft some section that could be added there 🤗
