Archive Operator whitepaper v1

Currently the Operator whitepaper v1 appears to be the main version to be contributed to https://github.com/cncf/tag-app-delivery/tree/main/operator-wg/whitepaper, however it's misleading as the newest versions are in https://github.com/cncf/tag-app-delivery/tree/main/operator-whitepaper/latest.

I suggest we remove the operator-wg/whitepaper folder altogether to avoid confusion.

For the Platforms paper, we decided to point the website at the v1 version for stability and have signficant updates go against latest. Things like translations or bug fixes would still go against v1 directly. And if warranted we'll review all the major changes in latest every few months and backport them to v1 (which would then in fact be v1.1 etc.).
