Forwarding requests outside of resource retrieval to member clusters or other components

What would you like to be added?

Since clusterpedia has automatic conversion of different versions of resources, we can use this feature to control resources for any version of kubernetes very well. And because we plan to make clusterpedia a multi-cluster resource portal, not just for resource retrieval, Clusterpedia forwards resource control requests down.

clusterpedia can forward requests to member clusters or other multi-cloud resource control components, such as karmada, clusternet

We also plan to provide a simple resource distribution controller that can provide the basic needs of users.
