Add Secrets Store mcp

Secrets Store MCP to:

List stores within an account
List secrets within a given store in an account

I think we should probably just move all of these into the bindings MCP server as opposed to creating a separate server dedicated to secrets store.

As an additional note: If we want to add a create secret tool, it might be worth it to wait for the elicitations MCP spec here: https://github.com/modelcontextprotocol/modelcontextprotocol/pull/382#issuecomment-2845792786

No need to read through that whole PR, but the jist is that it might give us the ability to securely create secrets via an MCP Client.
