chore: remove hyperdrive create tool

Creating Hyperdrive configurations requires the user to pass their database's password. For now, this means that sensitive data ends up exposed to the LLM, the MCP Server, and the MCP Client. There is not consensus about how to handle sensitive data yet, so we're removing this tool until there is a standard.
