Allow user to specify R0 (in lieu of doubling time)

We opted to display the R0 being implied at the doubling rate specified. We also now display the effective R0 conditional on social distancing. I think we can close this.

Improve Model

regularisation cost

Nice catch. I think you're right. I'm running it again with the sign change on the regularizers. Will push the change once it finishes.

I have heard from various folks that ICU ~ Vent.

Add parameters to fix Census and Admit Y-axis
