Add Catalan to v2 footer strings.

Notice, I'm using "Oratge" instead of "Temps":

• "Oratge" is unambiguously referring to weather, as opposed to "Temps" which might refer to both "Weather" and "Time (lapse)".
• It's used both in Catalonia (Catalan) and Valencia (Valencian), which share ISO code (see "cat" ISO 639-2 code).

@chubin I'm not sure if deployed yet, but I've noticed that "now/dawn/sunrise/zenith/sunset/dusk/location" strings are not translated (which could be due to recent deployment), but watch out! They're neither translated for Spanish (which were available previously). Maybe strings are not being picked correctly?
