Raspberry pi zero W 4.7.0 image Full does not have AP.

What happened?

I download both full and base images for raspberry pi zero W and the full image after I burn it, it does not broadcast the access point so I cannot setup it. With the base image works fine. Also with the previous version (4.6.2 full)I had no issues.

What did you expect?

To broadcast the access point ChirpStackAP.

Steps to reproduce this issue

Steps:

  1. Burn the image to SD
  2. Boot from rpi zero
  3. Search for AP
