Publish on PyPI

This looks like a wonderful library. Are there any plans to publish it on PyPI so that other software can add dependencies on it? We are considering using OpenSTL in github.com/microsoft/torchgeo but that currently isn't possible.

Also, the README suggests that windows isn't supported. Is that still accurate? Anything I can do to help maintain platform support?
