CMS: add or generate 7 TeV MinBias MC

The config files for HLT and RECO steps are the same or similar to those of e.g. http://opendata.cern.ch/record/1358 The pile-up (or not) to be decided. The available GT START53_LV6A1 should be fine, tbc.

Not that I know. We have some examples for 7TeV production sample here, which might be of help.
