ui: fix issue with dropdowns/popovers and inner forms

when i enter a dropdown/popover with a form inside, and click on the input to start typing, the dropdown closes

Examples:

• Local login in Welcome page
• on mobile/small screens: primary header => searchbar

We should investigate and fix - happens in Linux (brave, firefox)
