schemas: add DELETE, POST, PUT methods to specific notification

Now that #2758 is merged we should add more options to interact with schema notification configs

Use cases can be:

• [x] creating/adding a new "publish" (or other action) notification POST
• [x] update an existing notification config
• [x] remove a notification config
