Github workflows separation

Feature request

What is the expected behavior? We should make sure to update the workflows in order to avoid unnecessary installations.

In cases where we update the packages in the the backend, then we should install everything from scratch

In cases where we just update the codebase then we do not need to update again the installation, and we can just pass the new version of the code to the docker.

What is motivation or use case for adding/changing the behavior?

How should this be implemented in your opinion?
